I own a retail store in the shopping district of my town. Recently, two gentlemen came to visit me, stating that they represented the Main Street Merchants Protective Cooperative. For a fee of $250 per week, they said, they could assure me that unfortunate events, such as a brick coming through my front window, would not occur. My question is, does this constitute the business of insurance, for which the Cooperative would require licensing?
